First I would like to say that I am looking forward to hard mode. Whatever it is will bring a new challenge to the game that I have been looking for for a long time.
Next I would really like to address this post.

Is it not enough that they made the end parts of NF more or less elite zones. Now they want to crank it up even more and it wont be as if you have a choice whether to play normal or hardmode, because every PUG leader will want to do the hard setting.

You wont have a choice about it.
If you are so worried about new players having a tough time, then go help them. You may find some cool people to add to your friends list and might even end up with a good feeling inside.
If your not looking for a hardmode group then start your own group, thought that was a simple concept. You will have every bit of choice if you start your own group so I am not sure what your on about here.

You just described the DoA elite area.
Lets examine the most used build for this area.
Team consists of:
1 Warrior
3 Elementalists
3 Monks
1 Necro
Total members in party: 8
Total casters in party: 7
Yeah looks like casters are stuffed.
